One such public officer who over the years has served in various capacities is Mr. Emmanuel Freddie Mugunga the Under Secretary Ministry of Water and Environment . Mr. Mugunga has completed and graduated with an MBA from Heriot Watt University, Edinburgh Business School in Scotland. <\/p>\n\n\n\n

Mr. Mugunga was recently posted to the Ministry of Water and Environment as Under Secretary. He formerly severed at the Ministry of Energy and Mineral Development.<\/p>\n\n\n\n
