President Yoweri Museveni will address the national parliament in a special sitting on Thursday March 16th, 2023, State House has announced\/<\/p>\n\n\n\n

This will be his first address to parliament this year and sources intimated that he will speaking on topical issues affecting the country . President Yoweri Museveni s address comes at a time when some of his cabinet ministers have been implicated in scandalous activities while another has since been censured .<\/p>\n\n\n\n

Just last week , in a heated debated Members of Parliament have called for the immediate resignation of Labour and Gender Minister Betty Amongi for exerting political pressure on the management of the NSSF to take out Ug.Shs. 6bn .<\/p>\n\n\n\n

During the debate Chaired by Speaker Anita Among , several MPs also demanded that government should recover all the stolen funds from those who were involved in the mismanagement of the workers fund.<\/p>\n\n\n\n

The MPs were debating a report by the Select Committee that investigated the alleged mismanagement of the National Social Security Fund (NSSF) which among others recommended that the Minister of Gender, Labour and Social Development, Hon. Betty Amongi should resign with immediate effect.<\/p>\n\n\n\n

The Speaker allowed those named in the report to give personal statements in their defence. T<\/p>\n\n\n\n

The Minister of Finance Matia Kasaija -in a statement read for him by the State Minister for Investments , \u00a0Evelyn Anite , accepted most of the committee recommendations to reform the management of the fund and took a swipe at his colleague Amongi noting that her insistence to demand for Ug.Shs. 6bn of workers hard earned money was irregular.<\/p>\n\n\n\n

But Amongi insisted that she had powers in the NSSF Act to direct the fund’s management to give her workers money totaling to Ug.shs. 6bn to carry out mobilisation activities .<\/p>\n\n\n\n

The House was also informed by the Committee Chairman , Mwine Mpaka that Job Richard Matua the alleged \u201cWhistle blower\u201d was acting for Minister Amongi and he read WhatsApp text messages between the two -where Matua was demanding for money to defend the minister in a \u201cfinal battle.\u201d<\/p>\n\n\n\n

Matua had earlier denied that he was acting for Betty Amongi . After reading the test messages \u2013the witty Mwine Mpaka asked his colleagues to make their own individual conclusions about the fiasco \u00a0.<\/p>\n\n\n\n

Before the dust could settle about the NSSF saga , it has merged that several cabinet ministers signed for iron sheets that were meant for the vulnerable communities in Karamoja region. Several agencies are now investigating this national scandal .<\/p>\n\n\n\n

Parliament has also since censured controversial State Minister for Lands Pricncess Persis Namuganza with a decisive vote of 348 MPs over alleged verbal attacks on parliament and the person of the Speaker .\u00a0 The MPs voted to censure their fellow colleague for violating parliament \u2018s code of conduct . Five MPs voted against the censure motion and three abstained .<\/p>\n\n\n\n

The censure proceedings were presided over by the Deputy Speaker Thomas Tayebwa after recommendation by a Select Committee that the embattled youthful Minister be censured for her role in the Naguru-Nakawa land bonanza and subsequent verbal attacks on Parliament and its Speaker .<\/p>\n\n\n\n

The nation awaits to hear from President Museveni about these matters.<\/p>\n\n\n
