Vladimir Putin<\/a>\u00a0signed a decree on Monday recognising parts of eastern\u00a0Ukraine as\u00a0<\/a>independent entities, sending Russian forces there to \u201cmaintain peace\u201d. The move threatens to push the crisis closer to all-out war.<\/h1>\n\n\n\n

Putin\u2019s decrees, published by the Kremlin in the early hours of Tuesday morning, ordered the armed forces to enter the Donetsk and Luhansk People\u2019s Republics.<\/p>\n\n\n\n

The decree says the troops are to remain in the territory until both separatist states sign treaties about \u201cfriendship, co-operation, and mutual aid\u201d.<\/p>\n\n\n\n

The White House said President Joe Biden would soon issue an executive order that would ban new investment, trade and financing by US people and entities in the Luhansk and Donetsk regions of Ukraine.<\/p>\n\n\n\n

\u201cThis EO [executive order] will also provide authority to impose sanctions on any person determined to operate in those areas of Ukraine,\u201d said Jen Psaki, White House press secretary. \u201cWe will also soon announce additional measures related to today\u2019s blatant violation of Russia\u2019s international commitments.\u201d<\/p>\n\n\n\n

Psaki said the measures were separate from the economic sanctions the US has threatened to impose if Putin invades Ukraine. \u201cWe are continuing to closely consult with Allies and partners, including Ukraine, on next steps and on Russia\u2019s ongoing escalation along the border with Ukraine.\u201d<\/p>\n\n\n\n
