Serial litigant Male Mabirizi wants the Vice President Jessica Alupo, Parliament Speaker Jacob Oulanya, Leader of Opposition in Parliament Mathias Mpuuga and any of their officials facilitated with vehicles by virtue of their offices to immediately return the Sh200 million paid into their accounts for MPs to buy cars.<\/p>\n\n\n\n
In his petition already filed\u00a0at\u00a0the High Court, Mabirizi says it is in the interest of the rule of law for the money to\u00a0be recovered from the recipients. Mabirize’s demand is part of an omnibus petition in which he also wants the court to issue\u00a0an injunction stopping any official from implementing a cabinet decision to compel all motorists to pay for the fitting of tracking devices in their vehicles.\u00a0<\/p>\n\n\n\n
Mabirizi says this this\u00a0cannot be done without an Act of Parliament\u00a0under which citizens\u00a0can ascertain whether the move does not infringe on their right to privacy. Last week security Minister\u00a0Jim Muhwezi announced that all vehicles and motorcycles will be fitted with electronic\u00a0tracking devices paid for by the owners and supplied by a Russian company Global Systems LLC. <\/p>\n\n\n\n
But Mabirizi even questions the procedure under which the company was selected,\u00a0whether it followed the laws of Uganda regarding procurement.<\/p>\n\n\n\n
