Just as the top honchos of the NRM party were tussling out on who will be on the CEC  for the next five years , President Yoweri Museveni threw a spanner  in the works when he appointed JusticeAlfonse Chigamoy <\/strong> Owiny-Dollo the 14th<\/sup>  Chief Justice of Uganda since independence .<\/h1>\n\n\n\n

Justice Owiny -Dollo will be deputized by Justice Richard Buteera former Director Public Prosecution .<\/p>\n\n\n\n

Impeccable sources have intimated to ugandaupdatenew.com that the appointment authority President Yoweri Museveni  has already  written to the Speaker of Parliament Rebecca Kadaga who has also had a landslide win for the NRM party \u2018s  CEC Vice Chairperson in charge women, that he had  nominated Justice Alfonso Owiny-Dollo and Supreme Court Judge Richard Buteera to head the judiciary going forward.<\/p>\n\n\n\n

Justices Owiny- Dollo and Richard Buteera will take over the leadership of the judiciary which has of late been  in the limelight for corruption tendencies and miscarriage of  justice- just months after Justice  Justice Bart Katureebe retired retied on June 20th<\/sup>.<\/p>\n\n\n\n

The new justices will preside over the  Supreme Court of Uganda- the highest judicial organ<\/a> in Uganda<\/a>. It derives its powers from Article 130 of the 1995 Constitution<\/a>. It is primarily an appellate court<\/a> with original jurisdiction<\/a> in only one type of case: a presidential<\/a> election petition<\/p>\n\n\n\n

As of 12July 2020, the following justices sat on the Supreme Court<\/p>\n\n\n\n

The previous Chief Justices of Uganda since Uganda attained Independence are ,since 2015-2020: Bart Magunda Katureebe<\/a>, 2013 \u2013 2015 Steven Kavuma<\/a> (acting), 2001 \u2013 2013 Benjamin Josses Odoki<\/a>, 1986 \u2013 2001 Samuel Wako Wambuzi<\/a>,1985 \u2013 1986 Peter Allen<\/a>, 1980 \u2013 1985 George Masika<\/a> ,1979 \u2013 1980 Samuel Wako Wambuz, <\/a> 1975 \u2013 1979 Mohammed Saied<\/a>,1972 \u2013 1975 Samuel Wako Wambuzi, 1971 \u2013 1972 Benedicto Kiwanuka<\/a>. 1969 \u2013 1971 Dermot Joseph Sheridan<\/a>, 1963 \u2013 1969 Egbert Udo Udoma<\/a>\u2019  and 1962 \u2013 1963 K. G. Bennet<\/a> (acting).<\/p>\n\n\n\n

The other members of the Sumpreme court the top most appellate court in Uganda  will be<\/p>\n\n\n\n

Alfonse Owiny-Dollo<\/a>, Eldad Mwangusya<\/a>, Rubby Opio Aweri<\/a>, Faith Essy Mwondha<\/a>, Lillian Tibatemwa-Ekirikubinza<\/a>, Richard Buteera<\/a>[<\/a>, <\/sup>Paul Mugamba<\/a> ,<\/sup>Michael Chibita<\/a>, Ezekiel Muhanguzi<\/a> and these could determine who will be the next president of Uganda in case there is another  Presidential elections petition .<\/p>\n\n\n\n

Who is Owiny-Dollo<\/strong><\/strong><\/p>\n\n\n\n

Alfonse Chigamoy Owiny-Dollo is a Ugandan lawyer and judge. He serves as the Acting Chief Justice of Uganda, since 22 June 2020 and was a deputy Chief Justice from 30 September 2017.<\/p>\n\n\n\n

Richard Buteera, also Richard Butera, is a Ugandan<\/a> lawyer and judge who has served as a member of the Supreme Court of Uganda<\/a> since September 2017. Immediately prior to his appointment to the Supreme Court, he served as a Justice of the Uganda Court of Appeal<\/a>.
