The 35th Summit of Heads of State and Government of the African Peer Review Mechanism<\/a> (APRM) convened in Addis Ababa<\/a> on Friday, February 13, 2026, marking a significant leadership transition within the continental governance body.<\/p>\n\n\n\n

Representing the President of the People\u2019s Democratic Republic of Algeria, Abdelmadjid Tebboune<\/a>, the Algerian Prime Minister, Sifi Ghrieb, chaired the summit and formally handed over the rotating chairmanship of the APRM Forum to Uganda.<\/p>\n\n\n\n

President Tebboune reaffirmed Algeria\u2019s full commitment to supporting Uganda throughout its presidency and pledged continued collaboration with the Forum to strengthen cooperation and collective action. He underscored the importance of peer review processes as a strategic instrument for promoting good governance and reinforcing African institutional mechanisms in line with the continent\u2019s development blueprint, African Union<\/a> Agenda 2063.<\/p>\n\n\n\n

He further expressed confidence in President Museveni\u2019s leadership and conveyed Algeria\u2019s best wishes for Uganda\u2019s successful stewardship of the APRM. Algeria, he said, remains steadfast in its commitment to the Mechanism and to advancing reform, transparency, and continental integration.<\/p>\n\n\n\n

Member states of the Mechanism commended President Tebboune for his leadership and dedication during Algeria\u2019s tenure. They praised his contributions to strengthening the principles of good governance and advancing reform initiatives, noting that his efforts had reinforced cooperation and unity within the APRM framework.<\/p>\n\n\n\n

The transition signals renewed momentum for the APRM as it continues to serve as a key African instrument for accountability, peer learning, and sustainable development across the continent.<\/p>\n\n\n\n

The chairmanship was received by Jessica Alupo<\/a> who represented the President of the of Uganda, Yoweri Kaguta Museveni<\/a>.<\/p>\n\n\n\n

In a speech delivered by the Prime Minister on behalf of President Tebboune, Algeria expressed sincere appreciation for the trust placed in it during its two-year tenure as Chair of the Forum. The President described the role as a profound honor, noting that Algeria had been privileged to serve the continent by guiding the Forum\u2019s work and advancing governance and development across member states.<\/p>\n\n\n\n
