The Chairperson of Uganda\u2019s Electoral Commission, Justice Simon Byabakama, announced plans to write to the President\u2019s office seeking clarification on the involvement of Resident District Commissioners (RDCs) in the electoral process, particularly regarding their role in presidential candidates\u2019 campaigns.<\/p>\n\n\n\n
This move comes after concerns were raised by presidential candidates from opposition parties, including the National Unity Platform (NUP) and the Forum for Democratic Change (FDC), who accused RDCs of interfering with their campaign activities.<\/p>\n\n\n\n
The complaints were discussed during a second meeting at the Electoral Commission\u2019s headquarters today.<\/p>\n\n\n\n
Byabakama emphasized that presidential candidates must be allowed to campaign without undue interference, as their activities are legal under the law.<\/p>\n\n\n\n
He cautioned RDCs against creating a negative narrative surrounding the electoral process, urging them to respect the candidates\u2019 rights to engage with voters.<\/p>\n\n\n\n
The Electoral Commission Chairperson further explained that these discussions are part of an ongoing effort to address the challenges candidates face while campaigning.<\/p>\n\n\n\n
He urged all parties to avoid violating electoral laws, stressing that the Commission will hold candidates accountable for any infractions.<\/p>\n\n\n\n
He also called on the police to ensure that campaign routes are not blocked, allowing candidates to reach their venues without unnecessary delays.<\/p>\n\n\n\n
Byabakama warned that any candidates who fail to comply with the electoral guidelines will be named and subjected to legal action, as they have already received several warnings.<\/p>\n\n\n\n
He further pledged to press the police to enforce the electoral laws more strictly in cases of non-compliance.<\/p>\n\n\n\n
Uganda\u2019s police force, represented by the Director of Operations Frank Mwesigwa, has also urged presidential candidates to avoid processions, as they disrupt the daily activities of the public.<\/p>\n\n\n\n
However, campaign agents from various candidates have reported that police continue to block access to even the simplest routes, resulting in delays that push campaigning beyond the legally permitted hours of 6 p.m.<\/p>\n\n\n\n
