{"id":1160,"date":"2020-02-13T19:56:00","date_gmt":"2020-02-13T19:56:00","guid":{"rendered":"https:\/\/ugandaupdatenews.com\/?p=1160"},"modified":"2020-05-13T19:59:24","modified_gmt":"2020-05-13T19:59:24","slug":"european-union-supports-igad-countries-to-address-climate-change","status":"publish","type":"post","link":"https:\/\/prowebinhost.com\/anzu\/european-union-supports-igad-countries-to-address-climate-change\/","title":{"rendered":"EUROPEAN UNION SUPPORTS IGAD COUNTRIES TO ADDRESS CLIMATE CHANGE"},"content":{"rendered":"\n<p>MOMBASA \u2013As extreme weather events pile up in\nAfrica, the continent has started paying keen attention to efforts to\nstem the devastating effects of climate change.<\/p>\n\n\n\n<p>On the bright side, Uganda has been selected as\none of East and Horn of Africa countries to benefit from a\nmulti-billion shillings three-year project tailored largely to\nreverse the effects of climate change ravaging many parts of the\nregion.<\/p>\n\n\n\n<p>The project will strengthen member states\u2019\nclimate change mitigation and adaptation strategies and priorities\nand develop bankable climate change mitigation and adaptation\nprojects to be funded from other sources.<\/p>\n\n\n\n<p>The project will also build specialised technical\nhuman and institutional capacity; promote awareness and advocacy on\nclimate change issues&nbsp;by improving dialogue and exchange of\nknowledge among stakeholders and enhance the ability of countries to\nfully engage in international climate change negotiations.<\/p>\n\n\n\n<p>Uganda got the nod for funding at the\njust-concluded 54th Greater Horn of Africa Climate Outlook Forum\n(GHACOF54) held in&nbsp;Kenya\u2019s coastal city of Mombasa.\nParticipants who attended from across the world, were informed that\nthe Intra-ACP Global Climate Change Alliance Plus (GCCA+) Programme\nis an initiative of the European Union (EU) aimed at supporting the\nAfrican, Caribbean and Pacific (ACP) member states to effectively\ndeal with challenges of climate change.<\/p>\n\n\n\n<p>The regional component of the GCCA+ program is\nfunded by the 11th European Development Fund (EDF 11). The GCCA+\nProgramme is being rolled out at a time when climate change and food\ninsecurity have been identified as two interlinked problems\ncontributing to underdevelopment of the 8 countries of the\nInter-governmental Authority on Development (IGAD).<\/p>\n\n\n\n<p>Dr. Workneh Gebeyehu, the IGAD executive\nsecretary, told the conference that about&nbsp;10% of the region\u2019s\nover 250 million people are chronically food- insecure while over 80%\nof the population derives its livelihood from agriculture. And\ntherefore, factors that affect land productivity due to climate\nchange directly impact their welfare.<\/p>\n\n\n\n<p>Fiona Percy, a representative from CARE, said 25\ncountries worldwide have reported&nbsp;climate change emergences\nrecently. She said countries need to focus more on climate change\nissues and measures that will help communities be resilient in\nfuture.<\/p>\n\n\n\n<p>Through the Intra-ACP Global Climate Change\nAlliance Plus (GCCA+) Programme, Uganda, Kenya and 6 other countries\nwill be supported to implement their national climate mitigation,\nadaptation policies and plans.<\/p>\n\n\n\n<p><strong>Impact of climate change<\/strong><\/p>\n\n\n\n<p>Climate variability and climate change, Dr.\nGebeyeyu said, has a significant impact on the social and economic\ndevelopment of the IGAD region and other parts of Africa.<\/p>\n\n\n\n<p>\u201cThe region is particularly exposed to the\nshocks of climate extremes mainly due to the economic significance of\nour rain-fed agriculture. Climate-related risks also affect water\nresources, health, energy, and tourism. Scarce resources such as\nwater and&nbsp;pastures due to climate change lead to insecurity and\ndisplacement,\u201d he warned.<\/p>\n\n\n\n<p>He added that recent advances in science and\ntechnology offer significant hope in improving the&nbsp;quality of\nclimate services. He said his organization through the IGAD Climate\nPrediction and Applications Centre (ICPAC) avails and promotes\naccessibility to timely climate early warning advisories that help\ncommunities deal with any potential adverse effects precipitated by\nclimate change.<\/p>\n\n\n\n<p>\u201cThe centre supports specific sector\napplications to enable the region cope with various risks associated\nwith climate variability and changes. ICPAC organizes regional\nclimate outlook forums before the onset of the major rainfall seasons\nto release regional consensus climate guidance, assess associated\nimpacts and develop sector specific mitigation strategies,\u201d Dr.\nGebeyehu said, adding that&nbsp;since February 1998, ICPAC has\norganized 54 regional climate outlook forums (RCOFs).<\/p>\n\n\n\n<p>To address food insecurity and environmental\ndegradation, the IGAD&nbsp;boss said his organization was&nbsp;working\nwith member states and&nbsp;other development and civil society\npartners to improve food access especially in the chronically food\ninsecure areas by boosting agricultural production and facilitating\nthe movement of food from surplus producing areas to the deficit\nones.<\/p>\n\n\n\n<p><strong>Climate change is real<\/strong><\/p>\n\n\n\n<p>The Climate Prediction and&nbsp;Application Center\n(ICPAC) director, Dr Guleid Artan said climate- related hazards are\nbecoming more intense and frequent due to climate change.<\/p>\n\n\n\n<p>Unlike in the past, he said 2019\nexperienced&nbsp;climate extremes, which included&nbsp;eight cyclones\nin the western Indian Ocean, which used to experience one or two\ncyclones every couple of years. The October, November to December\nrainfall season was one of the wettest on record and rains have\ncontinued into January, which is usually a dry season, he noted. He\nsaid in the first part of the year, most of the equatorial sector of\nthe region got prolonged droughts.<\/p>\n\n\n\n<p>The delegates were also alarmed to learn that July\n2019 was the warmest month globally since 1880. Moreover, a recent\nreport by the World Meteorological Organization (WMO) now indicates\nthat January 2020 is the warmest month on record based on global\naverage temperature.<\/p>\n\n\n\n<p>\u201cFrom data published in the last 10 days, 2019\nwas the second warmest year on record, just 0.04\u00b0C behind 2016 that\nwas the warmest year for global temperature.
